Engine want turn over

My engine want spin over by my starter. Sounds like the solenoid clicking at first but I repaired brushes in starter and starter spins over with jumper wire but want by the ignition key. I have 13.42 volts at battery and 9.8 volts inside on voltage gauge. When key is used sounds like dead battery but jumper wire starter engages.(off truck) bolted up sounds like dead battery. I have a 5.7 SFI Vortec Vin # R 4l80-E automatic transmission, 4x4 Z71 GMC SLE.Recently installed new distributor cap & rotor,wires and plugs. L.side cylinder head.

Sounds like you have a connection problem somewhere, possibly a bad fusible link. You'll have to start tracking the power supply from the battery through the power distribution center.
