Engine turns over and wont start.

My car is an E38 series. I have replaced the fuel pump on this vehicle. Good hot battery reads 12.6. Engine turns over and wont start. I can not hear the fuel pump kick on when turning the key over. I checked the fuse under the hood for the fuel pump with no power on either side of the fuse. I am wondering if the fuel pump relay is bad? Which one is the fuel pump relay as there are none of the relays marked? Any other suggestions on where to look would be helpful!

From what I can see, power to the pump runs through a 15 amp fuse (F1). The power is delivered via a red wire from B+ junction point (located at the front of the right front shock tower) through the fuel pump relay and then the fuse.

What I would test first is the relay. See if there is another one in the box that has the same part number and switch them. See if that makes a difference. If it doesn't, then you need to go back to the junction point I described and see if power it there.
