Engine turned over while jumping without key?

While trying to jump start from a 2nd vehicle with no success, a guy walked up and said,"let me find you a better ground". I was in the driver's seat with the key half way out of the ignition (so it wouldn't chime). He moved the negative clamp to a spot that made the engine turn. Key to on and it fired up. Where could he have made that happen?

Yep, it sounds like he moved the negative ground cable to the engine block or something on the engine that was a battery place for the ground, here is a video to show you the correct way to jump a car.

I understand connecting the negative cable to the engine block. I'm asking about a location that causes the engine to turn over without the key in the ignition

Gotcha, it sounds like the starter motor relay is stuck or the starter is bad, here is the location so you can remove the relay to see if the engine stops cranking and if not replace the starter motor.
