After replacing the head gaskets, the engine will not rev above 3,000 RPMs and will not go above 25 or 30 MPH?

So, the timing marks on this engine are a little strange, you would think that the keyways and timing marks line up, but they don't, here is the instructions on how to do the job so you can confirm the timing is correct because the p0016 code is indicating the timing is off. For the p0443 code I would check the EVAP purge solenoid to see if it is stuck open. Check out the images (below). Let us know what happens and please upload pictures or videos of the problem so we can see what's going on.

I've done all this. I marked the timing gears and chain with white out before I ever took it apart. I put it on exactly the same as it came off. timing marks were exactly where they were before I started. The timing is spot on. I'm 100% sure of it. I've checked the sensors and the wires. They all check out good. I have seen a video and read somewhere that the camshaft position sensor needs to be relearning to the crankshaft position sensor. I don't know if this is a thing with these or not. The evap code is kind of the same I've taken it off and tested it and it's working as it should when I feed 12v to it its opening and closing. I've replaced the o rings on the hoses. Now it did run more smoothly after replacing the o rings and putting hose clamps on vacuum hoses but it'd still throwing those two codes. But the problems still seem to be there. After I shut it off it didn't want to start again.

It is possible the system needs to relearn: When replacing the cam position sensor, connect the diagnostic scan tool, enter "Active Diagnosis" and run the self-learning procedure.

So, let's try doing the relearn and if that doesn't help let's swap out the camshaft sensor and do the relearn again. Check out the images (below). Please let us know how it goes.
