How do I set the engine timing?

changing timing belt on my car and one camshaft is completely off from the other 2. how do i realign so all three are TDC? Forgive me if i use the wrong words I'm not a mechanic.

It is also particularly important to install sequence for the timing belt.

So, I have rear camshaft and drive aligned for TDC, but the front camshaft is off, how do I turn that single cam for TDC without messing with other twos alignment?

Is the belt already installed?
