Engine timing clarification

I would like a clarification on engine timing in general because I am trying to track down a no start problem.
Here is the question on finding top dead center.

Verified first that the number cylinder is at TDC on the compression stroke.

If the diamond imprinted mark on the crankshaft gear matches up with the metal timing indicator arrow (TDC) at the same time the camshafts are at (TDC), should not the distributor rotor be pointing to the number one spark plug wire?
