The engine has a ticking noise

I have listened to other cars with the same make plate but they are not making a noise. All the belts and the water pump were replaced and new spark plugs changed.

This can be because the engine oil and filter have not been changed. I would start with fresh oil and filter with the correct weight oil. Here is a guide to help walk you through the oil change:
