Anything is possible, but this will not be an easy job. First, the Civic was never designed for a 1.8L, so mounts (engine and transmission) will need to be fabricated.
Next, the 95 has a much more sophisticated computer system. Everything from the 89 will need to be transferred into the 95. Then the problem is trying to have communicate with the older technology with simple things like the instrument cluster gauges, warning lights, tachometer, and so on.
If you get to this point, and the axles align properly going to the wheels, you may need to work out getting a different length because of the different transmission design.
Last, as mentioned, all electrical components related to the 89 will need to be transferred, the fuel line will likely be in a different location, the vacuum harness will be different and need to be changed, the exhaust will need to be modified or changed, and so on.
I don't want to discourage you, but this type of change usually leads to many problems. In the past, I've worked on vehicles that people brought me having similar changes. The biggest issue is trying to get it to pass emissions. Usually, the check engine light is on, and we really struggle to determine the cause.
Before you try this change, think through it and then make the decision. Also, if you decide to, let me know. I'll try my best to help, but it may be a little difficult cross-referencing the two.
