I have the car listed above with a v6, and a 1.6 L 4-cylinder engine from a 2016 Veloster turbo, would it fit on the Cougar?

No, this isn't a direct fit. To make this work would cost more than the book value of the vehicle. Nothing is the same and everything will need replaced.
