Can I swap a 3.3 L engine from a Chrysler New Yorker 1990 to a 1999 Plymouth Voyager also with 3.3? Would I need the wire harness from the new yorker?

The basic engine block and heads are likely compatible since the 3.3L engine design remained largely the same. The only thing will be additional sensors for the 1999 that the 1990 may not have, I would look them both over to see if all sensors can swap over. The bellhousing and engine mounts should be the same, so you don't get a check engine light.
