Engine surging

Can a vad belt tensioner cause engine surging whole driving? It will drive fine on cold mornings. Until I tv charms up then it surges. Seems to me a spring is more rigid in cold and warm it's old enough to be weak. Just want another opinion

Is the check engine light coming on? What do you mean by "Until I TV charms up"

My dam.phone auto corrects me. And I meant until it warms up. When cold it ran perfect but when it got warm it started surging. I put in a new belt tensioner. Seems to be fixed now.
