Van will not start removed starter and had checked. Checked good so I put it back on. Tried starting once again it seen to try to turn engine before beging to start to click. Got under while someone turned ignition on could hear starter or cilonode and it had heated up. Do you think it could be the starter dosent have enough power to turn the engine over? Also when u try to start there is a clicking sound coming from fuse box and a couple of relays get warm.

If the starter is responding, then have have either a bad connection at the battery cable or the starter is bad, most likely a bad starter.

Yes, definitely. Bench testing a starter really doesn't prove much of anything. It requires far more power to crank an engine over than to free wheel on a bench.
