Engine overheating

it is overheating in traffic but fine whilst moving although even then the temperature fluctuates to high but then reduces. I had the hose replaced, the fan works but it is still overheating at idle. Mechanic says it can only be head gasket but there is no oil leaking. Can that be right? If not what else can I try?

Yes, he could be correct. It sounds like combustion gases are getting into the cooling system. The gauge fluctuation is air pockets hitting the temperature sensor.
