Engine overheating

After overhauling the engine, what could make the engine to mix water and oil in the engine sample? (after dipping the oil it looks milky)

Cylinder head bolts may just need to be re-torqued, or maybe intake manifold bolts. If they were over tightened, then you will probably need new gaskets as well. Unfortunately, since it is not a US market car, I cannot look it up to see if anything else could be causing that.
