keeps giving me the error message I have to fill the coolant?

My car keeps giving me the error message I have to fill the coolant. But when I turn the car off the fan continues to run but the car doesn't feel hot even when I touch the coolant cap and hood.

Is this message the engine is overheating? I don't see a coolant level sensor for this car. Is the coolant full? Please check the level when the engine is cold.
