Outside temperature sensor already been replaced. Obd fault code P0073 still stored (ambient temperature sensor has a short circuit to battery). Could this be the wiring of connectors from the battery?

Yes, it sounds like you have an open connection between the sensor and the PCM. Here is a guide that will help you check the connections just check the wire color the sensor so you know which ones to test.
