Hi,
Do me a favor. I need you to check if there is power at pin 16 in the data link connector. Additionally, confirm pins 4 and 5 provide continuity to ground.
I attached a pic below showing which to check. Here is a link you may find helpful:

Let me know what you find. Also, if you could video what the scanner does and upload it for me to see, it may help.
