When I start it, it idles at 1600 and when I put in gear it drops to 1000. Any suggestions?

This is typical of a vacuum leak. There are other less-common causes, but start by pinching off various vacuum hoses to see if that brings idle speed back down to normal. Also check around the base of the intake manifold for signs of the gasket is cracked and has a gap in it where air is sneaking in.

So I checked and now the dealer said that they wanted to replace the lower and upper intake gaskets and the injector rings. But I was told by another technician in California that it has a vacuum leak and the dealer wanted way to much money to fix it so I took my car back home. If you could please tell me where I can find an upper plenum besides the junk yard? My vehicle is 2001 dodge grand caravan sport 3.3L 144,000miles

Gaskets are never a salvage yard item. They are destroyed during removal, so the only way to replace them is with new ones. The parts listed in your first sentence can cause vacuum leaks, but I'd be surprised if your injector o-rings are leaking. That's not a common problem on your engine.
