Good evening, sir,
The vehicle transmission, when it is upshifting from gear 1 to 2, it upshifts properly, from 2 to 3, the engine flares up before it upshifts. I have replaced the valve body with solenoids but the problem still persists, the are no codes on its memory.
What could be the cause?
Could I have the hydraulic test for the transmission?

It sounds like the revolution speed sensors is off and needs to be replaced. Here is the location and how to replace it in the diagrams below. Check out the images (below). Please let us know what happens

Good morning sir,
Thank you very much.
For the revolution speed sensor, is there no way that it could be tested if it functioning or not before replacement?

Not really because it could be the valve is off slightly, if you get the part from Amazon, you can return it if it does not fix the issue.

Good morning, sir,

The vehicle's transmission sometimes won't shift from gear two, the oil has been replaced, there are no trouble codes found, there were no particles found with the oil.
Could I have the resistance value of the solenoid and the solenoid that might be responsible.
The hydraulic test for the transmission?

Check the wires on the speed sensor, it is on the passenger's side of the transmission.

Here is a repair guide to help:

Good morning, sir,

Thank you very much for your concern,
Sir, how can someone know if it is slipping transmission or not shifting transmission?
I mean the difference between slipping transmission and not shifting transmission.

Slipping you will feel the engine rev but the car not accelerate, not shifting the engine with top out at the rev range but not load the vehicle down when the transmission is suppose to shift. Please upload pictures or videos of the problem so we can tell for sure.
