I have had a few 1996-1998 Cobra's with the IMRC 's, at 3250 rpm you can normally feel a slight hesitation as the IMRC opens. How can I tell they are opening, opening all the way, if all are opening, or a cleaning is needed?

check for the normal stuff binding cable, vacuum leaks fuel pressure and quality as it may be running regular gas. I am assuming you have done checks in picture but if not try them.
