It sounds like he was checking to see if the engine locked up. If that was the case, you would still hear the starter engage (click) but it wouldn't be able to turn the engine.
Okay, since we know the battery is good and the starter is new, then there are a few fuses I need checked. All are located under the hood in the power distribution box. See pics 1 and 2.
I would also like you to check the starter relay. It is in pic 2 as well.
Here are links you may find helpful for testing. If you have a relay in the box with the same part number, switch them to see if there is a difference.

If you find that the fuses are good, the relay is good, and there is power to all, then I need you to check if there is power making it to the purple wire on the starter. It is the smaller wire on the solenoid and should only get 12v when the key is in the start position.
