The RPM's you indicated are basically full throttle. Is that correct?
If you meant 700 to 800 rpm's check to determine if there is an engine vacuum leak. Here is a link that shows how.

If there are no vacuum leaks, next check would be the idle air control valve (IAC). The IAC is responsible for maintaining the engine idle speed. Here are general directions for removal and replacement. First, remove it and inspect if for excessive carbon build up. Also, check the throttle body where it mounts to make sure it is not partially plugged. Have a helper turn the key from off to on a few times while you watch for the pintle to actuate (move).
