Electronic passenger seat moves forward and back but does not recline anymore. What is possible problem?

Passenger seat has electronic controls. The forward/backward part works but the recline button doesn't do anything. I can hear a faint click, click, click when trying to move seat recline position. What should I be looking for?

Probably a jammed up motor but I doubt it's sold separately. It would likely be sold as an entire frame base.
