That wiring diagram is per your VIN. I suspect that fog lamp is standard on export vehicles, but it is an option here in the USA. Not only is the wiring diagram not marked as export (which we do when an option is only available on export vehicles) but I searched the part number in the USA system and it is available for order and in fact, there are a couple dealers here that have it in stock.
So, if you do not have the lens in the bumper (which I don't show rear fog lamps on the sales codes) then I suspect you have just a connector behind the bumper that is capped off. Normally we don't make multiple different wiring harnesses for each of these options. It is just one harness and either the connector gets used or taped up into the harness if it is not used.
So, I would look on this harness and I suspect you will find the connector back there.
If you are going to add them, then you will have to find the sales code for these lights and have that added to the VIN or the body controller will not know they are there and they will not work. Basically, the vehicle needs to know if is equipped with these rear lights in order to work.
I am attaching the sales code and I see under standard equipment the LBRS which are front and rear LED lamps. This may be what we call them in the USA, but I doubt it.
