Electrical problem

Went to work on the vehicle someone mismatched fuses in the fuse box under dash and hood and both batteries tested 8.4. I did the fist the fuse problem replaced the batteries the vehicle runs good except for no dash lights, turn signals, and no emergency lights. I troubleshooted the light switch it is fine. Where do I start to test blinkers? The blinker relay is new. What could cause these problems and where specifically do I look? F-series Power-stroke 7.3.

Did you check ground for the instrument panel lights? I attached two pics below showing power and ground to them. Note that there appears to be several splices to the main ground, so something could be loose.

As far as the signals and hazard lights, look at pics 3 and 4. Make sure there is power to the fuses indicated first. You said you checked fuses, so they should be good. If there is power in and out of the fuses, then you will need to check the wires indicated in pic 4 for power.
