it has electrical issues. Supposedly the horn relay is built in the fuse panel. It shorted out sometime last year and the electrical has been all messed up since. The horns blows at random, windows go up and down whenever, cruise works occasionally, back doors will not open at all, etcetera. Any input on this would be helpful. Where should I start to trace this issue?

the horn relay is part of the central junction box and about the only way to fix it is to wire another one separately but seeing as you have other issues probably best to replace it which is expensive and it would need to be programmed to your vehicle.
