Electrical concerning the ignition switch

In ACC position everything works in start position the turn signals, the wipers and radio will not work.

Those systems should go out in the "crank" position. If they do not turn on in the "run" position, have you tried a new ignition switch? It should be inspected for two blackened connector terminals. If you find that, the switch must be replaced, and those two terminals must be cut out of the connector and be replaced individually. I can describe that in more detail if necessary.
