Electrical and ringing noise

Turned off car for about twenty minutes to get a couple things. went to turn it back on at a constant ringing no auto lights, no dash lights, and no back running lights. checked all fuses disconnected tow wiring harness and still no change.

Is it possible for you to upload an audio recording of the noise? Also, you indicated that none of the lights work. Have you checked fuses? Where approximately does it seem the sound comes from?
