No power to plug in for code reader and cannot find the fuse that powers it.

It is good practice to quickly test all the fuses on your vehicle, especially if you are experiencing any warning lights. On a 1990 there are not many fuses anyway, so get your test light or multi-meter and test all the fuses.

Pin 16 on the diagnostic connector should have power if all your fuses are good.
