Power steering only works when vehicle is moving

Hi,

The first thing I would suggest is to lift the front tires off the ground (safely) and see if the noise is still evident. If it is, then suspect it is related to the power steering motor. I attached a pic of the component. It shows how the motor is removed.

If the motor is bad, (which I really question) the pics attached explain how it is replaced.

Let me know what you find or if you have other questions. Also, if it is possible, record the sound you are hearing and upload it for me to hear. I'm wondering if it has something to do with the rack or one of the steering components is binding.
