Welcome to 2CarPros.

This design is controlled by the PCM. Several component signals allow the PCM to optimizes fan speed based on engine coolant temperature (ECT), engine oil temperature (EOT), transmission fluid temperature (TFT), intake air temperature (IAT), or air conditioning requirements. Are there any issues the things I mentioned? I noted that you are a certified mechanic, so most likely, you have a live data scanner. Check and see what the sensors are telling the computer the temperature is for each component. If it's showing really high, the PCM will command the fan speed sensor to run full speed to help with cooling.

Let me know what you find,

Joe
