ECM reading CTS at staying at 104° f

My ECM reads the CTS at 104 then goes down if the as the engine warms up by get this. if I cut the key off the ECM reads the right temperature just before it loses power. I've cleaned all the grounds in the engine bay and put a new CTS in and a new CTS connector (was doing this before I changed connector ).

It sounds like the ECM is bad I would try to find a used one to see what happens. here is the location of the ECM in the diagrams below. Please let us know what you find. We are interested to see what it is.
