Turbo actuator is not working correctly is the ECM bad

The turbo actuator is not working correctly. I put it in a different van and it works fine. I also have a ignition switch that works when it wants to. I have a parts van that I tried taking the ECM and the ignition out and put in this one, but that did not work. It would unlock the doors, but I could not turn the key. The steering unlock wont disengage. My question is, if I take the steering out of the other van will it sink with the ECM and the ignition and take care of my problems or will I have to take out the abs computer and the airbag one as well?

Also, I have hooked this van up to a scan tool and it would not communicate until I manually entered the VIN number that is the first time I have ever had that with this scan tool.

Yes is does sound like you are having a communication problem which could be any of the computers on board, can you try swapping the other computers one at a time?
