ECM has a rattle inside?

My ECM went bad and I ordered a reconditioned one. It arrived today and it has a rattle inside the module, like it has something very small inside. Is this normal? Or did it possibly get damaged during shipping. It was not packaged very well.

Yep, it is defective they not supposed to rattle, here is how to install the PCM in case you need it. Check out the images (below). Let us know if you need anything else.
