How do you remove an eccentric bolt on a lateral arm or trail arm?

Good morning,

Did you release the nut on the other side of the bolt?

Do you mean it is frozen in the arm?

Yes, I release the nut on the other side and the whole bolt seems to be stuck which it I'm thinking it has to be removed a certain way or is stuck in the bushing.

Yes, that is the issue. It is stuck.

Put the nut back on until the nut is flush with the end of the bolt.

Then take a hammer and hit to see if you can shock it loose and make it move out.
