1994 Eagle Summit Car stalling when stopping?

My 1994 EAgle Talon 1.8 DL occasionally decides to stall when coming to a red light or stop sign. It will bog down to low rpm's and then stall. Right after it instantly starts back up and runs perfect, but will continue doing it when u stop, but then sometimes will go away and run fine. It has new fuel filter. I was thinking possibly EGR vavle, or vacuum leak? please help

those are posibilities, but I would check the idle air control valve, and clean the throttle body
