The way this seat works is there is a motor for each direction. So forward and reverse has a motor, up/down has a motor and then recline has a motor.
Each motor has two wires going into it. When you move one direction, the switch applies voltage to one side of the motor. When you want to move the other direction, the switch applies voltage to the other side of the motor.
The way to test this, is to get a volt meter and back probing on the forward/reverse motor. If you have no voltage when pressing the switch in either direction, then the switch has failed and will need to be replaced. You can test the motor operation just to make sure it works by jumping 12 volts to either side of the motor and it should move. If it doesn't move, it could be bound up but this is unlikely. If it doesn't move then the motor as failed.
