driverside floor wet and rusty radiator

I have a 2003 eclipse gt and my drivewrside floor is wet and my radiator fluid is rust and the cap also has rusty film on it. my radiator fluid in the radiator and overflow tank where also low. my heater core was replaced about a mnth ago. what could be causing all of this?

water leak test the car.put a hose on the roof running on medium and look for water leaking in.
