Thanks for the video. That shows how loose it is and is helpful. As you already know, that isn't safe. When you move it back and forth, does the wheel on the opposite side of the vehicle move? Is the rack and pinion gear moving/loose?
If you replaced the inner and outer tie rods, the play has to be either a loose rack or the gear inside is damaged.
Check to see if everything as far as the rack is tight. If possible, record the movement facing inward so I can see the rack and pinion. Also, let me know if the other wheel or the steering wheel is moving.
Also, the rack and pinion has a bearing that may be out of adjustment. I attached the directions below. Take a look through them and let me know your thoughts.
Also, make sure the rack mounting bolts are tight. See pic 3
