Driver side wiper arm not touching the window

I change wiper blades on my car. I notice the driver side arm is not touching the windshield when the wipers are turn on. The arm is not bent.

Hi,

There is a spring on the rear of the wiper arm that keeps pressure on it. Lift and inspect that spring. If it appears good, then chances are the hinge between where it mounts and the arm is corroded and preventing the arm from moving under the spring's power.

If that is the case, lubricate that hing with something like WD40 and work the arm back and forth until it loosens.
