I'm changing the brake pads on the car and I took all lugs nuts off and the tire won't come off. What should I do?

Hello, I am Danny.

Sometimes it's just a real tight fit. Usually wearing a sturdy shoe I would kick the tire at the 12 , 3 , 6 , and 9 o'clock positions until it comes loose. Here is a tire removal tutorial in case it helps:

Yep, rust or corrosion can make it seem like the rims or brake parts are welded in place. A good hard kick or two can break the tires loose. As for the brake rotor/drum those can really be a bear to get off if they are rusted in place.
