I am not sure I follow what the issue is now. The turn signals would stay on all the time and you changed a fuse and now they are making a noise but operating properly?

Which fuse did you replace to get this to change?

I am attaching the wiring diagram for the turn signals as we will most likely need to start checking voltage. However, popping noises from a bulb are most likely due to the plastic surrounding the bulb expanding and making the noise.

Does the light operate properly is the main point we need to find out and if you can get a video of this noise they are making then that would be great. Let us know this and we can go from there. Thanks.
