Draining brake fluid

I need to drain the brake fluid in my 95 Holden Barina Swing as the level got to low and the brake pedal goes to the floor. What is the correct sequence to drain the fluid? We have already tried once and lots of air bubbles came out but the pedal still goes all the way down.

Hold pedal down and open bleeder, with pedal still fully down close bleeder, lift pedal and repeat, do all 4 wheels, in order, L/R R/R L/F R/F do not allow fluid to drop below 1/3 in master cyl. if you still have a bad pedal, you may have a faulty master cylinder.
