Transmission down shifting issues?

The car wants to accelerate (surge) when downshifting from 8th to 7th gear and also when it down shifts from 5th to 4th gear. What could be causing this? I've already had my TCM software updated.

I have seen the primary catalytic converter fall apart and clog the outlet causing low vacuum which can fool the PCM to think you are going up a continuous hill, but we should run the codes to help guide us in the right direction.

The best way to check for this problem is to have it on a scanner to check the readings of the primary and secondary oxygen sensors, or to remove the cat and look inside which I have provided below. Check out the images (below). Please upload pictures or videos in your response to the problem so we can see what's going on.

I just dropped it off to the dealer I got it from and took one of the mechanics on a ride along to show him the issue, he said he doesn't know what the issue with it could be but I left it with them and took a loaner. It's still under a 30-day dealer powertrain warranty so hopefully they can diagnose it and fix it.

So, they said they are replacing some parts that's have to do with catalytic and said it's some type of recall, I don't know if it's the emissions one or not. As for the shifting issue they told me my car has adaptive learning and it has to learn my driving habits. No idea if that's even a thing in newer vehicles.

Yep, that is a thing but the recall on the catalytic converter can cause the issue, like I said it will lower vacuum and cause the car to think it is constantly going up a hill.
