Door window will not roll up

I do not know the make or model of the person's car but their window motor seems to be broken and the window is open and it will likely rain today. Any manual way to roll a window up? Maybe AAA has a tool for that?

No, they do not have a tool for that. You will need to fix the problem to get the window up or unbolt the window from the motor and try to wedge a stick in there to hold it up which I do not recommend. Here is a guide to help you test to see if its the motor or the switch:
