Door locks not working with fob or door panel/ alarm wont stop going off

Doors will not unlock when using the key fob or using the door panel. None of the door lock panels respond. Every time I close the driver door I can hear the locking mechanism cycle twice but the doors don't lock or unlock. Using a scanner tool I was able to test the door locks function as well as my key fobs transmission and I was able to lock all the doors and unlock all the doors with the scanner tool. The scanner was also able to pick up the transmission from both of my key fobs.

My Anti-Theft indicator is no longer on the dash, but I cannot get my alarm to stop going off without unplugging the battery. I tried holding the power button down but it doesn't work, it's asking for a pin number.
