Doors will not unlock when using the key fob or using the door panel. None of the door lock panels respond. Every time I close the driver door, I can hear the locking mechanism cycle twice, but the doors don't lock or unlock. Using a scanner tool, I was able to test the door locks function as well as my key fobs transmission and I was able to lock all the doors and unlock all the doors with the scanner tool. The scanner was also able to pick up the transmission from both of my key fobs.

My Anti-Theft indicator is no longer on the dash, but I cannot get my alarm to stop going off without unplugging the battery. I tried holding the power button down, but it doesn't work, it's asking for a pin number.

It sounds like the BCM has gone out, but can I ask if the CAN scanner has picked up any codes? Please check out this video:

You might want to try a hard system reboot which can clear the system.

Here is the location of the BCM so you can check it out, also I would remove the electrical connectors to check for corrosion which is common. You can get a preprogrammed unit by searching Google or Ebay. Check out the images (below). Please let us know what happens.

Okay here's a little backstory, my car was outside during a bad storm, after that the key fob wouldn't work, use the key to unlock the door alarm goes off, the car would not crank but the dashboard lit up like a Christmas tree with every system failure warning popping up, as well as every indicator on the dashboard but not the anti-theft light. Car was stuck in park and none of the controls worked. It was towed to Honda, they replaced ECU, MODULE UNIT, 31500-SR1-100MS, UNIT, TRNS CONTROL, MODULATOR ASSY-, VSA and SRS unit (in that order). They're replacing one thing at a time trying to figure out what was wrong. Getting nowhere, and now the anti-theft light is on, and I'm locked out of my navigation / audio system. They were unable to reprogram the keys fobs or clear the codes. At this point I got the car towed to my house.

I've tried to do a hard reset multiple times and none of them worked. Yesterday I finally removed the new BCM plugged in the old BCM. The car didn't respond at all with the old BCM plugged in, as if the battery was unplugged, So I reinstalled the new BCM, doing this fixed the alarm problem somehow. But the issue I mentioned before about the key fob and door locks still persists.
I have gotten the car back running (a module under the hood was left discounted). The dashboard is still lit up with all the system failure warning lights, even though the car seems to drive fine. The temperature gauge, gas gauge and speedometer all function properly. All the cameras are functioning properly, all the windows work, the ac/heater works. The only thing I've noticed is there's no indication that the blinkers are on even though they're working. Sorry if its info overload.
I ordered a CGSULIT SC530 scanner, attached are the codes I've pulled.

So this is a problem car, with all of these codes I would clear them and then without starting the car turn the ignition on and run the codes after being cleared to see which codes come up which will be the codes we concentrate on. Also, recheck all fuses, you could have a bad main systems ground, or the cluster is bad. Please let me know what codes come up after the clearing.
