door locks give 3 locks sound all together?

Look it over close, that is a common reaction from the locks if there is a key or remote hiding inside the car to keep you from locking the keys inside. Or hook a scan tool to it and look in the BCM data and see if it shows the lock status. That might point you at something.

Hmm, the car only has a key, didn't see a remote, so possible. I looked to see if there are any codes to anything, but there is none

If it's a transponder key check under the dash for anything like a remote start, I've seen people add those and then glue a key near the switch so they don't need to add other items. A 15 is likely to have a remote as well, auction car or ?

Auction car ya. So its not possible that the actuator on driver side is acting up and hence why all respond with the same move lock unlocl?

It's just a key blade similar to valet keys. Many hyundai cars come with just those cause they break or get damaged easily so only the key is left

Normally what you are hearing is the protection system detecting a key inside the car. What is the final position after you here the cycling? Locked or unlocked doors? Does it still do it if you get out with the key or if you manually try the lock buttons? That year car normally comes with a fob like the attached. If you only have a basic key that could be part of the issue. Does your scan tool allow you to access the BCM security section where you can add pr remove keys?

Final position is always open, I got me a fob from amazon and programmed it and it works. But of course it has an blank key. but am still getting the lock/unlock behavior. I didn't try the manual key in the door, let me try that. It won't do it if I manually locked it.

Try the key in the door and see what it does. With them staying unlocked at the end it sounds a lot like the lockout provision is detecting a key or the RFID tag from a key in the vehicle.
