First check for broken or frayed wires between the door hinges.
If the actuator makes a buzzing noise but the lock doesn't move, that is caused by the armature of the motor is broken free and spinning on the motor's shaft.
If the actuator doesn't make any noise and the wires look okay, you'll have to remove the door panel to check the electrical connector terminals for signs of looseness or corrosion, and to measure the voltages when you activate the locks. If voltage is present during the lock and unlock cycles, suspect the actuator.
