Does not have an ERG valve

E 4 misfire looked and it does not have an EGR valve. It acts sluggish like bad gas. Put new plugs and wires on. what else could it be?

Do you mean it has a code for cylinder four?

I would start with a compression test to see if the engine timing is off. the timing belt may be worn and loose and it will retard timing and lower compression.
