2004 Dodge Viper Two Wheel Drive Manual

On the O2 sensor for my car there are 4 wires 1 signal, 1 ground and 2 heater wires which are both white they are identical. do you need to use both or either one. I know this sounds like a dumb question, "but that is why I am asking?

Yes you need to use both of them. The system needs both wires to complete the heater circuit for the 02 sensor heater.
